EMA Report

  1. General Report – Dale Robinson


  1. EMA Coordinator’s Report –


  1. Emergency Operations Plan – This passed so we now have a new EOP. 


  1. PATTS – Up and operating, EMA is already using this.  EMA received a right to know request asking for the complete SARA Inventory because they were doing a story on bulk and crew shipments.  Any request for inventory needs to go through Labor and Industry.


The staffing study should be finalized by the end of April.


On April 3, 2015 there was a release of 533 pounds of ethaline oxide gas at IUVO Bio Science, MMC Sterilization Services on 2205 East 33rd street.  The National Response Center was notified.  They did not call 911 so we should send them a letter stating to notify Erie County 911 in the future.  A draft of the letter will be worked on. 


The EOP will be published when the Erie County Department of Public Safety is back up. 


Derek Carlins the new Emergency Management Specialist started on April 13th, 2015.  He is from McKees Rocks, Pittsburgh. 


  1. Financial Report – Brian Mesaros


  1. Budget and Expenses – We have the HMRF application for state fiscal year 2016 which starts July 1st.  The event funding will come out of this grant.  Fee credits that we still have are from Ridg-U-Rak. 


  1. Tier II/Grants/Pay In Lieu Of – So far this year we have recovered $42,625 from 215 of 248 of facilities that currently report.  Second letters are being sent out. 


  1. Capital Budget/Depreciations Planning –





  1. Hazmat Team Report – Brian Mesaros

Albion Prison water tower main water line break – They were out of water for several days.  Hazmat, CERT and 3 other counties got together and took all tents there so that they could take showers.  They were not used because water was restored the very next morning.  It was highly looked upon us and were told we did a very good job.  This was discussed in more detail. 


Albion Fire Department – An idea was brought up to do an exercise in lieu of the 30th anniversary of the October tornado scheduled for May 30, 2015.  This would be a memorial towards the tornado, anniversary.  It would simulate events that happened to show the community the strides that have been made over the years in technology and equipment and training for personnel.  Hazmat was going to do an exercise at waste water treatment facility but due to community push back it all has been cancelled. 


In March we had the 3day Rad training – The Nevada test site put the class on.  Heard all good reviews.  17 people attended this training. 


Public Safety Report – John Grappy

  1. Director’s Comments –

County domain is changing to www.eriecountypa.gov.  The old domain will still work and be discontinued at a later date.


County Executive has released a new county quarterly newsletter called the Erie County Connection.  This is posted on the Erie County website.


Nicole Fuller, IT and Public Safety staff are working on updating the ECDOPS website.  We are researching ideas to update the site.  If you have any ideas please let us know. We are also working on a new Facebook and Twitter for ECDOPS. 


911 Back-up Center – We are looking into a purposed site and partnership with the Erie School District currently on 16th St. and Cranberry St.  This used to be a Verizon Central Office.  This is free of charge and has room for all Public Safety Departments.


Text-to-911 – The letters will be sent next week to start receiving text messages in the event of an emergency. 


911 Legislative Update – The 911 House bill will be introduced today April 10, 2015.  Chairman Barar is going to introduce the surcharge as $1.65 instead of $2.  $1.65 will bring in roughly 350 million dollars.  On Wednesday April 15, 2015 this will be voted out of committee and to the house and the senate.


Vulcan Crude Oil Trains – In approximately 30-45 days ECDOPS, CSX, Norfolk and smaller railroads are going to have a Summit possibly at the Hirt Auditorium.  This is to get together and have a conversation about what is coming through Erie explaining the awareness, preparedness, response and to reassure how we would respond.  LEPC, Local Officials, Public Safety and others are invited.  No dates as of yet. 


NWPAERG Group- Through this group we are moving forward with preparing a new Emergency Notification System.  Erie, Crawford and Warren Counties will be sharing one system.  This should be up sometime in June or July.


Next Generation Radio Project – ECDOPS employees are meeting bi-weekly to discuss the meetings with MCM to make sure that Erie Counties best interests are served. County council passed funding for 2015 expenses.  This is the largest capital investment that has been worked on for 30 years.  We will provide updates on social media to track progress. 


  1. Advisory Committee –

15 members appointed.  There are still members that the County Executive is still working on contacting to see if they will serve.  After members accept this will go to County Council for confirmation, this meeting is scheduled for April 21, 2015.  The first meeting will hopefully be in May.  Jim wanted to let the LEPC know so that they are aware of it.


New Business – Jim Petrone mentioned a structure on 1515 State Street that has structural damage. It was found that the internal damage is being corrected.  The railroad owns the property in the back and the drains are plugged and the water is buckling the foundation.  The foundation is the main concern because they are fixing other issues but not the foundation.   


Old Business

  1. Reporting and Compliance Seminar – Gabe previously agreed to take on the Reporting and Compliance Seminar.  He has a committee picked out already.  Hopefully this will be set by the end of May.  Gabe had 3 questions that he was looking at.  How long should the seminar be?  Who is the audience? And what is the budget in terms of facilities and food?  His outline so far is half a day. 

This will be open to plant managers, CEO’s, EH&S and anyone that has a responsibility of reporting and compliance.  There is no real preference on time.  The HMRF grant budget is being submitted in June so this is a good time to determine what a budget would be for the seminar.  Still need to schedule a location and no date is scheduled right now.

Thursday April 23, 2015 @ 2PM – News Directors Briefing.  Will possibly try and recruit from media for LEPC. 


Saturday April 25, 2015 from 10AM – 1PM – County Open House at the Health Department


Saturday September 26, 2015 from 10AM – 5PM – At ECDOPS.  10AM – 2 PM will be the Open House and from 2PM – 5PM The Erie County Bar Association will be putting on a free service called Wills for Heroes in the Large Training Room. 


Charlie – Strategic Planning Session

            Charlie led the planning session with a template and began changing it to gear towards the LEPC group and what we are and our mission.  The strategic planning session form was worked on by the members of the Executive Board and was discussed in great detail as suggestions were given on what to edit on the form.
