Executive Committee, July 8, 2015 Meeting Minutes
The Public Safety Advisory Committee’s Executive Committee met on June 17th, 2015, in the Erie County Department of Public Safety (ECDOPS) building at 2880 Flower Road. The meeting was called to order at 1:00 pm by the Advisory Committee’s Vice Chair, Rich Stebell.
Members In Attendance: Dennis Hickin, John R. Grappy, Jeffrey Hawryliw, Bill Hagerty, Kale Asp, Bill Heald, Jim Carstater, Cathy Hornick, Dale Robinson, Richard Stebell, Abdul Osman, Nicole Fuller
Approval of Minutes: There were a few corrections to the June 17, 2015 minutes. The first correction is Joe Walke sitting in for Chief Tony Pol, should be Joe Walko, this was misspelled under the attendance and under the fire services committee section. In the opening comments it shows Jim would like to reach out to area hand radio. Hand Radio should be Ham Radio. Rich asked for an approval on the minutes: movement my Bill Hagerty and Seconded my Jeff Hawryliw.
Opening Comments: Introductions – Dennis Hickin, Assistant Director of Operations Quality Assurance Manager for Millcreek, introduced his partner Mike Lewis, They are sitting in for Brandon.
Director of Public Safety and Subcommittee Reports: With the Advisory Committee there seems to be a little confusion regarding who is too attend what meetings. What makes up the executive committee versus what makes up the general committee. All meetings open to public and anyone that might want to attend, specifically the executive session.
We are currently working on putting together a new Public Safety Website; we will be publishing the minutes from the Public Safety Advisory Committee published on the website once it is up.
The Director has some concerns about subcommittees. Some committees have been established and some have not. There are goals that really need to be focusing on. One would be the new Dispatch Protocol System, and to engage the committee on a new Law Record Management System and the New Radio System.
The County has just developed the 3-Year Plan (2016, 2017 and 2018). This has been approved my Administration and is on its way to County Council for adoption. Nicole Fuller will send out to the Committee when all is passed. This goes in line with the 2015 Goals and Action Plan that was distributed to the Committee at the first meeting.
Text-to-911 – Will be up in the next 3 to 4 months. Two of four are prepared to go live. One is testing this week and the fourth is working on implementation. Currently working on policies and procedures.
GIS Pictometry – Flown over Erie County April 2015. This is currently in the Planning Department and coming to Public Safety soon. This will be sent to all remote dispatch points and 38 municipalities.
Public Safety Open House – Help on September 26, 2015. 10 am until 2 pm. There will be team of lawyers promoting Wills for Heroes. If you are affiliated with Public Safety they will complete your will for free.
July 10th posting 4 Public Safety Telecommunicator positions, advertised for 10 days. 12.82/hour. Please have anyone apply if interested.
EMA Specialist – Going to be vacant as of Friday July 10, 2015. Will post as soon as possible. If you know anyone interested please contact John Grappy or Dale Robinson.
Next Generation Radio System – Sent out letters requesting Letters of Concurrence for FCC Licensing. Still conducting engineering. Land Search has been completed for future towers. List of 25 sites for when this goes out to bid. Working on a system user agreement about who is allowed and who is not and who needs to enter into it. Week of July 20th will be on a road trip looking at other systems in other Counties.
Law and Legislation: Jim Carstater - House Bill 911 was passed. House Bill 152 Signed by Governor extends death benefit act period from 90 days to 4 years and is now law. Senate Bill 299 passed, Municipal May Bill where they can forgive a part of the 1% wage tax if they want too. EMS Bill 347, Direct Pay Bill is in the Senate. EMS Bill 339, Treatment no Transport is also in Senate. House Bill 1272, Authorizes Billing appears to be moving as well. House Bill 1276, Relaxation of Background Checks is on the Governor’s desk for signing. Friday the state will be having legislative meeting in Slippery Rock. Governors vetoed the entire budget, first time in 40 years.
Emergency Medical Services (EMS): Bill Hagerty – Had first subcommittee meeting July 1, 2015. John Grappy gave an overview of by-laws and Bill Mcclincy gave an overview of Act 37. It was decided they will work on a draft county plan. The draft is put together and after Bill looks it over it will go out to the subcommittee tomorrow for comment. Bill asked John what is the next step after the plan? The idea is that the subcommittees would make recommendations to the Advisory Committee and then the Advisory would take the direction and put it on the other departments. Next meeting scheduled for July 30, 2015 @ 4:00 pm.
Fire Services: Tony Pol – This Subcommittee was not discussed.
Communications: Jeff Hawryliw – Currently working on getting the subcommittee together. It was decided that it will be broken into two parts, Next Generation Radio System and policies and protocols. If anyone is interested please let Jeff know.
Emergency Management Services (EMS): Bill Heald – Still working on getting the subcommittee together. Bill asked if Hazmat would be interested in joining the committee.
Public Education Committee: Cathy Hornick & Sue Sutto – They asked for direction whether they are supposed to be going to the general public or special interest groups when they educate. Right now they have 4 avenues of how to get the word out, National Night Out next month (August 4, 2015), Neighborhood Watch Council meetings, Individual NHW meetings and Borough meetings through Terry Bowersox. What kind of information can they pass along and how far should they go in educating the public. Public Safety literature to hand out and will order more. These topics are a great foundation to get the word out. 911 Abuse was a topic given to educate on.
Law Enforcement & Records Committee: Mike Tesore - This Subcommittee was not discussed.
Old Business: None.
New Business: John Grappy mentioned Albion Fire Department possibly closing in 12-24 months due to lack of personnel and funding. July 14th @ 7pm open to public meeting. Mill Village possibly loosing license.
Bill Hagerty mentioned Union City Ambulance Service board of directors voted to disband the ambulance service effective January 1, 2016. EmergyCare will help with this. John wants to make an attempt to address these issues through the Advisory Committee.
State Fire Commissioner, Tim Solobay, guest of Senator Sean Wiley will be here for a tour of the Public Safety Building. July 28th. Senator Wiley will also be taking him on a county wide tour and then to have a town hall meeting afterward about volunteer retention and other topics on townhall road around 7:00 pm.
Public Safety is working on developing, internally, a survey electronically sent to community and public safety organizations to determine unmet needs and expectations of Public Safety.
