Executive Committee, June 17, 2015 Meeting Minutes

 

 

The Public Safety Advisory Committee’s Executive Committee met on June 17th, 2015, in the Erie County Department of Public Safety (ECDOPS) building at 2880 Flower Road.  The meeting was called to order at 1:08 pm. by the Advisory Committee’s Chairperson Jim Rosenbaum.

 

Members In Attendance: John R. Grappy, Richard Stebell, Bill Hagerty, Karen Molitor, Jim Carstater, Joe Walke sitting in for Tony Pol, Kale Asp, and Jim Rosenbaum  Visitors:  WICU/WSEE 12 News   

 

Opening Comments:  Committee Chair Jim Rosenbaum informed the committee that Jeff Hawryliw sent him an e-mail suggesting the Advisory Committee send out a letter to potential individuals on behalf of all 7 subcommittees to assist the subcommittee chairs with recruitment of subcommittee members. Jim mentioned that the Communications and Public Education are particularly important subcommittees to fill.  Jim would like to reach out to area hand radio operators and to as many as diverse groups within the Erie area as possible so there can be a broad diversity of individuals represented on the subcommittees. It was suggested a conversation with Chief Bowers, County Council member Andre Horton and other community leaders could provide contacts for many local groups/organizations.  Jim Rosenbaum and with John Grappy agreed to draft the recruitment letter to be on Erie County Dept. of Public Safety letterhead.

 

Jim asked that each subcommittee chairs email Karen their subcommittee members’ names and e-mail information.  Also if the subcommittee chairs would also please send their tentative meeting dates, places, and times to Karen she will disperse the information to all Advisory Committee members.

 

Approval of Minutes: Minutes from the June 3, 2015 Advisory Committee meeting were approved.

Karen Molitor handed out an updated Advisory Committee/Subcommittees contact List.  Karen had been asked to see if she could obtain the Erie County Association of Borough’s (ECAB) latest booklet containing Borough officials’ name and contact information.  She reported she talked to the ECAB’s President and there were not enough booklets published this year, creating a shortage.  He will see what he can do and get back to her.

 

Director of Public Safety and Subcommittee Reports:

 

Director of Public Safety – John Grappy mentioned that a lot of work has to do, for example, with respect to a nationally recognized Dispatch Protocol System for dispatch.  The Department had procured a law module but discontinued its use due to problems.  Jim Carstater indicated the prior law committee had no participation with the purchase of the module.  Jim Rosenbaum suggested the County Executive assist in making sure elected officials are involved so there is a consensus on a recommended Dispatch Protocol System.

Law and Legislative Affairs Committee -   Jim Carstater, Committee Chair, reported his subcommittee is established, and committee members’ names and contact information have been provided to Karen.  Pertinent legislation is already being disseminated to the sub-committee members to review and comment on.  This sub-committee will be reviewing legislation and providing their comments to Jim to present to the Advisory Committee. Consequently, this committee will be working via e-mails and not holding meetings at this time.  Jim went on to mention HB911 passed the State Senate and is back in the House.  The language includes an optional surcharge.   Jim mentioned the next issue has to do with pension reform.  There are two bills moving through the legislature relative to pensions, SB1, which is now in the house, and HB316.  Neither our subcommittee nor the ECFFA Law & Legislation Committee has yet taken a position on this proposal. In talking with the PFESI, they indicated to Jim that the IAFF is strongly opposed to the proposals, volunteers are basically indifferent, and many municipal officials are supportive of the concept.  Jim is waiting to hear back from subcommittee members with their thoughts regarding whether the Advisory Committee should support the legislation, oppose it or remain neutral.

 

Law Enforcement and Records Committee – Jim Rosenbaum reported he received an email from Chief Tesore, the Committee Chair stateing he is in the process of recruiting members.

 

Fire Services Committee – Joe Walke sat in for Committee Chair Chief Tony Pol and reported this committee is also working on recruiting committee members.

 

Emergency Medical Services Committee – Bill Hagerty, Committee Chair, reported he has recruited several members, and the sub-committee’s first meeting is planned for July 1st in the ECDOPS building starting at 4:00 pm.  The committee will be working on the Erie County EMS plan requirements with respect to Act, 35, the Commonwealth’s Emergency Medical Services System requirements. 

 

Emergency Management Services Committee – Chair absent/no report

 

Public Education Committee – Co-Chairs absent/no report

 

Communications Committee – Jeff Hawryliw, Committee Chair was absent.   Jim Rosenbaum discussed Jeff Hawryliw’s email regarding committee recruitment suggestions in Jim’s Chairman’s comments at the beginning of meeting.
