Home Rule Charter

The Home Rule Charter defines the powers and establishes the form of government for the County of Erie, Commonwealth of Pennsylvania. The Charter is the basic law of the County. It’s other purposes are to provide county services and facilities with the highest degree of accountability, efficiency and economy, separate county executive and legislative powers and functions, provide for the health, safety and well-being of all county citizens and residents.
